My capstone focused on the implementation and expansion of a juvenile pre-arrest diversion program throughout our agency. The pre-arrest diversion program started as a pilot on one patrol district. Through the work of this capstone, the pre-arrest diversion program was expanded to all patrol districts in the agency. The focus of the pre-arrest diversion program is to divert low-risk youth who may have committed low level, non-violent offenses away from the juvenile justice system and connect them with resources through community-based organizations instead.
