Captain JayEvan Montgomery

Titled "Safeguarding Chattanooga," my capstone project is a collaborative initiative focused on reducing juvenile delinquency, homelessness, and violent and property crimes in downtown Chattanooga. My strategy implements a layered approach that integrates targeted law enforcement operations with community and government partnerships to improve the overall quality of life. Since graduation, our Homeless Engagement and Crisis Co-Response capacity has doubled to four full-time officer co-responder teams, significantly improving proactive engagement and coordination with the Office of Homeless and Supportive Housing. Additionally, our downtown bike patrol and the Police Athletic League are now fully operational, driving down property crimes and establishing structured recreational programming for local youth.
